The center is a specialized agency directly affiliated to the People’s Government of Huadu District and in charge of development of investment promotion and investment approval service, and also a “one-stop” service platform which integrates consultation of the investment policies, approval of investment projects, implementation of related preferential policies, acceptance of investors' complaints as an unity.

The detailed functions of the service center are as follows:

1. To conduct propaganda for the investment environment and preferential policies of our district, develop investment promotion, and provide the service of policy consultation.

2. To be responsible for examination and approval of related documents issued by the district committee and district government, investment projects in accordance with the industrial policies stipulated by the related operating divisions of higher authorities, and offer of preferential policies.

3. To make related the functional departments work in coordination for the investment projects and transact each item of service formality for administrative approval in prescribed time limit.

4. To collect each item of administrative charge related with the investment projects in accordance with the charging policy constituted by the higher authorities and district government.

5. To accept and dispose investors' complaints, and assist the investors in solving the difficulties and problems generated in investment process.

The “windows” of governmental functional departments established in the center are listed as follows:

Development and Reform Bureau, Bureau of Foreign Trade & Economic Cooperation, Bureau of Commerce and Industry, Construction Bureau, Planning Bureau, Land Resources & Housing Management Bureau, Environmental Protection Bureau, Public Health Bureau, Public Security & Fire Control, City Management Brigade, Technical Supervision Bureau, Meteorological Bureau

The District Commission for Discipline, Supervision Department, District Party Committee and District Government Office, and Organization Department of District Committee assign a special respectively, who is responsible for guiding, coordinating and supervising the work of the Investment Service Center, and constitutes a joint examination & appraisal group with the director and deputy director of the Investment Service Center, the chief of each section, to examine the work attitude, quality of service and service level of the staff in the “window” units and the units where the coordinators have been assigned, as well as the related personnel. In principle, the results of the examination will be used as reference basis for objective management examination of the leaders and cadres at year -end and also for reward, punishment and promotion of the staff.
