The center consists of three Sections and one Office.

1. The Office is the administrative management department, which is mainly responsible for interior administrative affairs of the center, the Party organization and logistics service. It plays a role in coordinating work of internal organs, and completing the tasks assigned by the director and deputy director of the center.

2. The Project Section is the department in charge of the project investment service and coordinating with "windows", which are dispatched by different government functional departments. Its main duties are as follows: (1) To promote the investment environment, preferential policies and investment projects of Huadu district, provide investment consultation, and help investors to set up business in Huadu district. (2) To coordinate and handle the examination and approval formalities for investors. (3) To be responsible for implementation of the preferential policies of the district. (4) To coordinate with each “Window” in their daily examination and approval work.

5. The General Section is the department, which uniformly handles examination and approval of investment projects and the ordinary administrative charges of enterprises. The permanent personnel will be assigned by the center, while othersdesignated by the Financial Bureau of the district. The department will work under the double leaderships of the District Financial Bureau and Investment Service Center. The main duties are as follows: (1) To verify the charging standards, collect fees uniformly and issue invoices of financial charges, in accordance with the fee-collecting notices issued by each “window” department or related functional department of approval. (2) To manage the charge accounts, and hand in all charges received to the Charged Management Office of the district.

6. The Supervision & Complaint Section is the supervision and examination department of the Center. Its main duties are as follows: (1) To examine, supervise and urge the related working personnel and functional departments for timely examination and approval formalities; (2) To assist related departments in supervision of implementation of charging standards. (3) To follow project’s investment, and supervise fulfillment of reduction and exemption of the stipulated fees, and distribution of financial subsidies. (4) To accept and take charge in dealing with various complaints of investors.
